Planning, Environment & Land Management

The Planning Department is divided into five distinct divisions: Planning, Environmental Protection, Land Management, Traffic Safety, and Engineering.

Mission Statement

The Mission of the Department of Planning, Environment and Land Management is to serve as guardians for the future of the Town of Brookhaven, and to enhance the quality of life for all its residents, through excellence in community planning, environmental stewardship, education, and citizen empowerment, based on the effective support and tools to assure the Town’s ability to meet the challenges of growth and change in the 21st Century.

Summary of Major Department Goals for 2007 - 2009

  1. Comprehensive Plan:  Working with a Team of Consultants develop the master plan for the next twenty years, which incorporates the existing Phase 1: Vision Plans, as well as community-based planning efforts, this will be a three year effort to include all of the planning Tasks required.
    Starts:  December 1, 2006; Ends: November 2009.

  2. Comprehensive review by a leading outside consultant of the current zoning code.  This review should be completed on a three-year cycle, which will tie in with the comprehensive plan work, for internal consistency and coordination with the goals of the administration.

  3. Acquire open space in accordance with the outline of Long Island’s Last Stand Campaign, and determine funding means to accomplish this task.

  4. Completion of a Stormwater Infrastructure Inventory and produce the Plan ahead of the January 2008 deadline.

  5. Finish Streamlining the Development Review Process: As part of the Department’s on-going efforts to professionalize its Staff and to better serve the public, developers, and other Departments, continue to perfect the development review process.

  6. Restructure and centralize the Capital Projects management and implementation within the Division of Engineering.

Planning for the Forge River Watershed, RFP#08-15

The Town of Brookhaven in Suffolk County, New York, is requesting proposals from qualified consultants to assist in completing the following tasks:
1) The preparation of a watershed management plan for the Forge River.
2) The development of a community outreach plan that will facilitate local community involvement in the implementation of the watershed management
plan.
3) The initiation of preliminary steps in the development of a nitrogen Total Maximum Daily Load (TMDL) for the Forge River, including the establishment of a target load for this pollutant and the drafting of an RFP to enable the completion and approval of the TMDL.

Town of Brookhaven inclusion in the Suffolk County Multi-Jurisdictional Multi-Hazard Mitigation Plan

The Town of Brookhaven will soon be included in the Suffolk County Multi-Jurisdictional Multi-Hazard Mitigation Plan. This plan will allow the Town to access additional funding available from the federal government to prepare for natural disasters by mitigating the adverse impacts of nor’easters, severe storms, hurricanes, costal erosion, flooding, shallow groundwater, groundwater contamination, infestation, drought, wildfire, and earthquakes in advance of their occurrence. RONKONKOMA HUB TRANSIT-ORIENTED PLANNING STUDY

The Town of Brookhaven has embarked upon a planning studying aimed at revitalizing a multi-block area around the Ronkonkoma Train Station, which is one of the busiest stations on the entire Long Island Railroad system. The Town’s goals include developing a plan that supports compact, mixed use, transit oriented redevelopment within the immediate area surrounding the station. A key objective is to develop a land use study that will establish clear and predictable guidance to the community stakeholders and investors as the Town promotes the revitalization of the area.
